Grant Success: City Connectivity Planning in Maine

Bluejay prepared a successful $2 million U.S. Department of Transportation (USDOT) Reconnecting Communities Pilot Program (RCP) grant application to fund planning activities supporting the Franklin Street Redesign in Portland, Maine.

The Franklin Street Redesign aims to transform one of Portland’s most heavily used streets–an urban renewal–era roadway in the city–into a modernized urban corridor that better serves residents, pedestrians, motorists, and cyclists—while creating a stronger connection between the surrounding neighborhoods and the rest of the city. The Franklin Street Redesign Planning Project in Portland, Maine consists of completing the necessary elements to advance the results of the City’s Enhanced Project Scoping study to the Preliminary Design Report (PDR) for the reconstruction of Franklin Street.

The RCP Program is one of several Federal infrastructure-related grant programs, many of which were created and funded by President Biden’s Bipartisan Infrastructure Law (BIL).
